The full-time math

What a full-time HR seat really costs.

Compared honestly

Three ways to get HR help. Pick the right one.

Each solves a different problem. Sometimes the answer isn’t us.

A payroll and benefits provider
Priced per employee

Priced per employee or as a percent of payroll. Get a real quote.

What it is good at
Benefits buying power, payroll, workers comp, multi-state registration. Real infrastructure.
Where it stops
It gives you compliance, not judgment. No one there knows which of your managers is the problem.
Full-time Head of People (your top HR leader)
$235,900 to $314,900

Year one all in, based on senior HR pay (the median to 75th percentile for HR managers, U.S. Bureau of Labor Statistics, May 2025), once benefits, payroll tax and a recruiting fee are counted, plus 60 to 90 days to hire them.

What it is good at
Full-time presence. Someone in the building who knows everyone.
Where it stops
At 15 to 150 people you are often buying forty hours for eight hours of work.
Other fractional firms
Senior help often $160 to $250 an hour

Often a 3 to 6 month minimum.

DMD fractional
Projects from $2,500

Start with a project from $2,500, like a People Audit or handbook. Or go monthly, sized by hours. We share monthly pricing on a free 20-minute HR check.

What it is good at
Senior judgment on the hard calls, and a system your managers run without us.
Where it stops
We are not in the building daily, and we do not run payroll or broker benefits. Payroll, HRIS (your HR software) and benefits projects are scoped and priced separately. You can keep your payroll provider and us at the same time.

The Bridge

From fractional HR to your own full-time HR lead

Most growing companies will want their own full-time People leader one day. The Bridge gets you there without starting over. Work with us monthly now. When you are ready, we hire that person for you at half our flat fee and hand over everything we built.

  1. 1

    Work with us monthly.

We run your HR on a monthly plan and build the handbook, hiring process and policies as we go. It all lives in your drive.

  2. 2

    We hire your HR lead.

When you are ready, we run the search for your first full-time People leader at half the flat fee for the role: $2,500 to $4,500 for roles under $150,000, and $6,000 for roles paying $150,000 or more.

  3. 3

    We hand it all over.

Your new hire starts with a working HR function, every document we built and a written handover plan, not a blank page.

Who it is for: Companies that need senior HR help now and expect to hire a full-time HR lead within the next year or two.

Half-price search applies to your first full-time People leader while you are on a monthly plan. Terms are in your scope of work.

It is the only plan we offer that is designed to make us unnecessary.

How it works, start to finish.

  1. Pick a time. Calendly sends your invite with the Google Meet link.
  2. Talk to one of us. We ask about your headcount, your states, what is stuck and any open roles.
  3. Leave with a next step. Your top gaps and the fixed-price next step, or a straight “not yet.”

Not a strategy deck. Documents your managers actually open. Everything is written for your company, in your language, and it is yours to edit forever.

What you get

  • Employee handbook, written to be read, not to survive a deposition
  • Offer letter and at-will template set
  • Onboarding checklist for day one, week one and day thirty
  • A written escalation path: what a manager handles, what comes to you, what goes to your lawyer
  • PTO, leave and holiday policy that matches what you actually do
  • A performance conversation template managers can run without us
  • Termination checklist, including the final-pay timing rules for your states
  • A multi-state addendum if you employ people in more than one

Where we consult, and where we stop

  • Payroll projects. We help you pick or fix your provider and your process. We do not run payroll ourselves
  • HR information system (HRIS) projects. Choosing a system is included in every monthly plan. Rolling one out is a separate project
  • Benefits projects. We shape strategy alongside your broker. We are not a broker and take no commissions
  • Legal advice. We build the system, your attorney reviews it
  • Anything at all if you are in active litigation. Call an employment attorney first

Timeline is about 15 business days once scope is locked, and scope gets locked on the free 20-minute HR check, not after three weeks of discovery.

Named work, scoped in advance to your tier’s hours. Here is the typical shape of a month, not a promise of availability.

Every month

Time with you, set by your plan

On call on Essentials, a monthly check-in on Core, and weekly in your leadership meeting on Embedded and Head of People. Response times set by your tier.

Week one

Put out this week’s fires

Whatever is live. A comp question, a performance conversation a manager is avoiding, an offer that needs structuring, a policy that just hit its first real test.

Week two

Back up your managers

Direct time with your managers, not just you. Walking them through the conversation rather than having it for them, which is the only version that survives us stepping back.

Week three

Build the next piece

The next piece of the system. An onboarding gap, a policy that needs updating, or a comp band or review cycle on Core and up. One thing finished, not five started.

Week four

Plan the next quarter

Where hiring stands, what’s next, and what you can stop paying us for.

Questions

Straight answers. No fine print.

How much does fractional HR cost?
Monthly help comes in 4 tiers by hours a week: Essentials (up to 5), Core (up to 10), Embedded (up to 20) and Head of People (up to 24), priced on a free 20-minute HR check once we know your headcount and states. Projects are a fixed price agreed before we start, like Foundations at $3,500 to $7,500, set by your headcount, your states and what already exists. Payroll, HRIS and benefits projects are priced separately.
What does the People Audit include?
A written report on your HR basics in 10 business days, with every gap ranked by risk and the fix for each. We start with a 60-minute kickoff, review your offer letters, handbook, employee vs contractor status, records and pay practices, and finish with a 45-minute walkthrough and a fixed-price plan.
Do we still need our payroll and benefits provider?
Probably, yes, and you can keep both. They run payroll, benefits and workers comp; we do the judgment work they do not, like the handbook, the hiring process and the hard employee calls. Choosing an HRIS is in every monthly plan, while fixing payroll or benefits, or rolling out an HRIS, is a separate project quoted on a free 20-minute HR check.
What happens when we outgrow you?
We hire your full-time HR lead for you at half our flat fee, then hand over everything we built. That is The Bridge: $2,500 to $4,500 for roles under $150,000, and $6,000 for roles paying $150,000 or more.
Will you sign our NDA?
Yes. We sign a reasonable mutual NDA before you share anything sensitive.
Fractional HR vs. a full-time HR hire: which do you need? When to hire your first HR person (and when fractional is smarter) Still doing HR yourself? Hand off these first. What “good enough” compliance looks like between 15 and 150 employees

What our team has done before

These are results from our team’s in-house roles before DMD Fractional, not DMD client engagements. The companies are not named.

Building HR from zero at a growing multi-site company

The problem: A growing company had no HR function and was about to grow fast.

What we did: Deven Downey built HR from the ground up. The handbook, payroll, onboarding and compliance basics were in place, then he scaled the function as the company grew.

The result: Turnover fell from 40% to 10%.

If this sounds like you: If HR still lands on a founder at night, Foundations builds the basics so it stops landing on you.

$1.5M in agency fees, kept in-house

The problem: A growing company was filling roles through outside recruiting agencies and paying a percentage fee on every hire.

What we did: Deven Downey moved hiring in-house and ran it directly, making more than 100 hires without agency fees.

The result: $1.5M in agency fees saved across 100+ hires.

If this sounds like you: If an agency takes a percentage of salary on every hire, one flat fee per role keeps that money in your budget.
